Course Description: This course is on California Child Abuse Reporting Laws and the Child Welfare System. The focus will be on the California Penal Code sections that define the responsibilities for mandated reporters, including identification of mandated reporters, and who, what, where, and when to report suspected child abuse and/or neglect.

The course also covers the basic child welfare and juvenile court system in California. While California counties may have small variations and different terminology, the basic model covers the intake, continuing services, and closure of the child welfare system, including the Juvenile Court process. The parallel Criminal Court process will be briefly discussed in its interface with the child welfare system.

 

Target Audience:

There are two modules to this course and each is equivalent to 3.5 hours. The reader will need to take both modules (a total of 7 hours) to meet the California pre-license requirement for Child Abuse Assessment and Reporting for Associate Social Workers (ASWs), Marriage Family Interns (IMFs), and Psychological Assistants.

This course is also appropriate for non-licensed professionals interested in understanding how child abuse and neglect cases are handled.

Module 1: California Child Abuse Reporting Laws and the Child Welfare System, 3.5 hours

Module 2: Child Abuse Intervention and Treatment, 3.5 hours

 

Learning Objectives:

At the end of this module, the reader will be able to:

  1. Identify the penal code sections that cover reporting laws in California.


  2. Identify what is to be reported to the police or child welfare department.


  3. Identify the immunity for the mandated reporter in reporting child abuse.


  4. Identify the liabilities for mandated reporters who fail to report child abuse.


  5. Identify tips in filling out the SS8572 form when reporting child abuse.


  6. Identify the basic child welfare and juvenile court structure in California.


  7. Identify the intake responses that may occur when a child has been referred to a county hotline for abuse and/or neglect.


  8. Identify the basic criminal court process that may parallel a case going through Juvenile Court.


  9. Identify the permanency planning options should parents fail to complete their reunification plan as ordered by Juvenile Court.


  10. Demonstrate through post-test, the application of knowledge gained on the reporting laws and child welfare system in California.
